PROBLEM TO BE SOLVED: To provide a roving accumulated article package and a packaging member that can reduce labor for packaging work for the roving accumulated article and reduce packaging cost while preventing deviation of tiers of the roving accumulated article.SOLUTION: Upper surface protecting plates 4 have: top plate portions 41 formed in a substantially rectangular plate shape almost identical to the upper surface of a roving accumulated article 3; and first and second lug piece portions 42 and 43 that extend outside from respective lateral edge portions around the top plate portions 41 and are formed foldably along the lateral edge portions. In adjacent first and second lug piece portions 42 and 43, at end portions near the first lug piece portions 42 in the second lug piece portions 43 are formed extending end portions 43a extending in a direction along the lateral edge portions in the second lug piece portions 43. The first and second lug piece portions 42 and 43 are bent toward the same direction relative to the top plate portions 41, and the extending end portions 43a of the second lug piece portions 43 are bent closely along the periphery of the roving accumulated article 3 to be fastened to the first lug piece portions 42.
