PROBLEM TO BE SOLVED: To suppress reduction in picture quality due to encoding of an image. ! SOLUTION: An image processing apparatus in the present disclosure includes: a distribution part for distributing respective pictures of image data into a plurality of systems; a plurality of encoding parts for encoding pictures distributed to mutually different systems by the distribution part; and a synthesis part for synthesizing streams of respective systems obtained by encoding respective pictures by the plurality of encoding parts. Before encoding a current picture, the encoding part performs inter-prediction by using first GMV derived from movement information of a processed portion in a picture which is a picture before the current picture in the image data existing before being distributed by the distribution part and is being processed by the other encoding part.
