PROBLEM TO BE SOLVED: To provide a fixing member that has a simple configuration and provides high followability, surface durability, and surface releasability to the level difference of toner and the irregularity on a recording medium in good condition; a fixing device; and an image forming apparatus. ! SOLUTION: A fixing member 200 fixes a toner image on a recording medium through the application of heat and pressure and includes at least an elastic layer 202 and a surface layer 203, and the surface layer is composed of a particle layer in which spherical fine particles 203', which are made of metal oxide having a breaking strength of 1.0 GPa or more, are arranged in the surface direction. !
