PROBLEM TO BE SOLVED: To perform accurate reception quality measurement, reception power measurement and channel estimation while increasing the number of pilot symbols to a terminal under a bad reception environment, e.g., a terminal moving at high speed, under simple control. SOLUTION: In a radio base station for performing data communication using a plurality of subcarriers, the plurality of subcarriers are divided into a plurality of groups, and the number of common pilots or the number of distributed arrangements of common pilots in a frame constituted of subcarriers for each group is made different. At least two kinds of frames each having the different number of common pilots or the different number of distributed arrangements of common pilots and having a fixed length in a time base direction are combined, data are mapped to the frames, respectively, and respective pairs are iteratively transmitted to a plurality of mobile terminals.
