The present invention aims to provide: an electrolyte membrane which can solve a problem that when an electrolyte membrane is manufactured by using a flat film, attachment between the electrolyte membrane and an electrode is weakened and thus capacity and a lifespan of a fuel cell is reduced; an electrolyte membrane; and a membrane-electrode assembly. The present invention relates to: the electrolyte membrane including a plurality of hemispherical protrusions formed on a portion of one side or both sides of the electrolyte membrane; a method for manufacturing the same; and the membrane-electrode assembly and a fuel cell including the same. The height of the protrusion is greater than 0 and less than 3 μm. According to an embodiment of the present invention, ion conduction efficiency is increased on an interface of the electrolyte membrane.
