The present invention relates to a device for discharging cosmetics equipped in a cosmetic container spraying cosmetics through a nozzle, regulating the pressure of the cosmetics, and discharging the same, and to the cosmetic container comprising the same. Provided is a device for discharging cosmetics comprising: a container combining member combined on the top of the container body in a spray or aerosol type; a central body formed in the center of the container combining member; a connection pipe formed to connect the inside and the outside of the central body; and a reducing member combined on the nozzle of the container body, having a reducing wing located on the connection pipe, and decompressing cosmetics sprayed from the nozzle. Also, provided is a cosmetic container comprising the same.
