PROBLEM TO BE SOLVED: To provide a rubber composition for tires capable of satisfying both of low fuel consumption and rubber strength, a method for producing the same, and a pneumatic tire using the rubber composition. SOLUTION: The rubber composition for tires contains a rubber component containing a modified natural rubber having a phosphorus content of≤200 ppm and isoprene rubber, and a carbon black and/or a white filler, wherein the content of the modified natural rubber in 100 mass% of the rubber component is≥5 mass% and the content of the isoprene rubber is≥5 mass%.
