A method for decoding a scalable video signal of the present invention includes the steps of: decoding a corresponding picture to a reference layer corresponding to a present picture of a present layer; creating an inter-layer reference picture by up-sampling the decoded corresponding picture; creating a reference picture list using the inter-layer reference picture; and performing inter-layer prediction for the present block based on the created reference picture list.
