The present invention provides a router comprising: a packet marking unit inserting marking information generated on the basis of an address of the router into a packet received by the router on the basis of dynamically set packet marking probability; and a marking probability determining unit calculating filtering efficiency of the router and determining the packet marking probability on the basis of the filtering efficiency.
