The present invention relates to a freezing prevention apparatus of a handrail for a ship and a freezing prevention method. The apparatus comprises: a steam generation unit which generates steam using high-temperature and high-pressure exhaust gas discharged from the engine unit of a ship; and a circulation unit which circulates the steam generated from the steam generation unit inside a handrail. Accordingly, accidents caused by freezing of the handrail can be prevented by heating the handrail to a temperature corresponding to outside temperature.
