PROBLEM TO BE SOLVED: To facilitate injection of inert gas that serves as a back shield and inspection of a back wave welded portion of a welded rotor by means of a bore scope at a time of manufacturing a turbine rotor.SOLUTION: In a turbine rotor configured such that at least two turbine rotor base materials are coupled together by butting welding in a welding portion, two concave portions provided in end portions of the two respective turbine rotor base materials form a hollow portion in a coupled state, a hole obliquely penetrating one of the turbine rotor base materials from an outer surface portion to the hollow portion toward the welded portion is provided in the turbine rotor base material, and the hole is sealed.
