The present invention relates to a cloth filter and to a hybrid filter of a cloth filter and a hollow fiber membrane filter. A washing spacer, which prevents the contamination of the inner wall of a fiber tube while flowing according to the flow of fluid passing through the fiber tube, is installed inside the fiber tube. Therefore, foreign materials adhering to the inner wall of the fiber tube can be desorbed by the function of the washing spacer as the fluid is filtered in the fiber tube. The supplied fluid is primarily filtered by the fiber tube, is secondarily filtered while passing through a hollow fiber membrane and is discharged as the fiber tube is arranged inside a central tube and a plurality of hollow fiber membranes are arranged between the central tube and the housing. The present invention has excellent filtering efficiency and backwashing efficiency, has the contamination of a fiber tube and a hollow fiber tube reduced, has the lifetime of a fiber tube and a hollow fiber tube extended and does not require a pretreatment device.
