This invention appropriately detects breakages in signal wires for a battery to which a discharging circuit for discharging said battery is connected. That is, an initialization operation charges a capacitor (C1) in a comparison circuit (26) with the difference between the voltage of a signal wire (Vn) and a local threshold voltage (Vx) and charges another capacitor (C2) with the difference between the voltage of another signal wire (Vn−1) and the local threshold voltage (Vx). In a comparison operation, a wire-breakage detection current is pulled from another signal wire (Ln) by a voltage regulation unit (ILn+1), another signal wire (Lc) is connected to the capacitors (C1, C2), and a voltage (DVn) is inputted to the capacitors (C1, C2). If the output (OUT) is low, a wire breakage is found not to have occurred, and if the output (OUT) is high, a wire breakage is found to have occurred. |
