The present invention inhibits an increase in the used resources and load of a control device or a flow processing device when multicasting in a centralized control network. A control device is provided with: a sender management unit for managing transmission nodes in an Internet Protocol (IP) multicast group on a virtual network on the basis of a notification from a subordinate flow processing device; a receiver management unit for managing reception nodes in the IP multicast group on the virtual network on the basis of the notification from a subordinate packet processing device; a path calculation unit for calculating an IP multicast path for an IP multicast group in which at least one pair of transmission node and reception node is present; and a device control unit for installing control information for transferring the IP multicast along the calculated path to a flow processing device on said path.
