PROBLEM TO BE SOLVED: To provide a process control amount setting device for controlling a device affecting a measured value by taking energy conservation into account so that the measured value changing for various factors becomes an appropriate value.SOLUTION: Provided is a process control amount setting device 100 for setting an operation amount for a device to be controlled which affects the measured value of a primary element changing for a plurality of factors, the process control amount setting device 100 comprising: a reference operation amount calculation unit 130 for building, in a first cycle on the basis of the measured value of the primary element, the operation amount of the device to be controlled, and the actual value of one or more disturbance elements associated with the plurality of factors, an estimation model 131 approximately representing the value of the primary element using the operation amount of the device to be controlled and the disturbance elements as variables, and calculating backwards the operation amount of the device to be controlled corresponding to a target value of the primary element, to obtain a reference operation amount; and a correction unit 140 for calculating, in a second cycle shorter than the first cycle, a correction value for reducing a deviation of the measured value of the primary element from the target value and correcting the reference operation amount to obtain a corrected operation amount. |
