PROBLEM TO BE SOLVED: To save energy necessary for heating a secondary cell.SOLUTION: The present invention comprises: a first power storage section 1 formed from a secondary cell; a chargeable second power storage section 2; a first charge and discharge circuit 3 for charging the second power storage section 2 by an output voltage of the first power storage section 1; a second charge and discharge circuit 4 which includes a booster circuit 40 and charges the first power storage section 1 by boosting an output voltage of the second power storage section 2; a temperature sensor 5 for measuring a temperature of the first power storage section 1; and a control section 7 for alternately performing movement of energy by operations of the first charge and discharge circuit 3 and movement of energy by operations of the second charge and discharge circuit 4 until the temperature reaches a predetermined value when the temperature of the first power storage section 1 does not reach a predetermined value suitable to operations.
