In the case of this use management device (10), a primary system electric field intensity storage unit (11) stores a primary system electrical field intensity, a secondary system electric field intensity storage unit (12) obtains a secondary system electric field intensity on the basis of secondary system information, an input level calculation unit (13) calculates a booster input level by adding the secondary system electric field intensity to the primary system electric field intensity, and an availability determination unit (14) compares the booster input level with a saturating input level and determines the availability of a white space to be used by a secondary system on the basis of the comparison result. |
