In this video encoding device (100), when obtaining a base quantization step (Qbase) that is used as a base for an adaptive quantization step (Qmb) applied to the quantization of a target macroblock, said base quantization step (Qbase) being a variable for making the actual encoded size of a target picture equal to a desired encoded size (Sp) set for said picture, for each macroblock in the target picture, a quantization-step computation unit (200) estimates a complexity (Xmb) indicating the difficulty of encoding and obtains a corrected complexity (TXmb) by correcting the estimated complexity (Xmb) on the basis of the activity (ACTmb) in the macroblock in question. The base quantization step (Qbase) is then computed by dividing the sum of the corrected complexities (TXmb) of the macroblocks in the target picture by the desired encoded size (Sp). |
