PROBLEM TO BE SOLVED: To appropriately calculate a stay time length of a user device in a cell.SOLUTION: A radio communication system CS includes: a stay information storage unit 130 for storing a plurality of stay information elements SE each indicating information related to the stay of a user device 100 in a cell C; a cell stay detection unit 122 for detecting that the user device staying in a first cell C starts a stay in a second cell C different from the first cell C; a flutter determination unit 124 for determining the occurrence or non-occurrence of a flutter state in which the start and the completion of the stay in the second cell C are repeated, on the basis of the stay information elements SE related to the stay of the user device 100 in the second cell C; and a calculation unit 126 for calculating a stay time length in the second cell C, according to the determination in the flutter determination unit 124. |
