ADAPTIVE VIDEO ENCODING DEVICE AND METHOD

PROBLEM TO BE SOLVED: To provide a video decoding method and device.SOLUTION: A video decoding method for performing inter-screen prediction includes the steps of: receiving a bit stream containing information for a reference block identifier; and performing adaptive decoding on the basis of the received bit stream (control step). The reference block identifier indicates a restoration block used as a reference block. Motion information of the reference block and motion information to be applied to the block to be decoded respectively include prediction direction information. The prediction direction information includes information indicating whether inter-screen prediction is L0 prediction or L1 predication and information indicating inter-screen prediction is paired prediction. The control step determines the prediction direction information of the reference block as the prediction direction information to be applied to the block to be decoded and decodes the block to be decoded on the basis of the determined prediction direction information.
