PROBLEM TO BE SOLVED: To provide a frequency arrangement device, a frequency arrangement method, and a program that are able to arrange frequencies while suppressing influence by intermodulation in request allocation multiple access.SOLUTION: A frequency arrangement device generates a line aggregate by arranging a predetermined number of lines within a communication frequency band. In addition, the frequency arrangement device calculates a first worst interference value which is a noise level of a line that has the least difference between carrier power and a noise level generated by cross correlation in the line aggregate, and calculates a second worst interference value which is the noise level of a line that has the least difference between the carrier power and the noise level generated by cross correlation when the line is tentatively removed from the line aggregate regarding each of all the lines included in the line aggregate. Furthermore, the frequency arrangement device stores a line removed tentatively when a second worst interference value is calculated which has the largest difference from the worst interference value among the second worst interference values as a line that should be allocated at a later order in a line arrangement order storage unit. |
