PROBLEM TO BE SOLVED: To provide a system and method of processing hierarchical very long instruction word (VLIW) packets, and a method of processing instructions.SOLUTION: A method includes receiving 102 a hierarchical VLIW packet 108 of instructions, and decoding 104 an instruction from the packet 108 to determine whether the instruction is a single instruction 110, 112 or whether the instruction includes a subpacket 114 that includes a plurality of sub-instructions 116, 118.
