This action proposal device is provided with a learning unit (62), an available time acquisition unit (63), a density determination unit (64), and a proposal unit (65). On the basis of a user's past schedule, the learning unit learns an acceptable value of action density. The available time acquisition unit acquires a future available time of the user. The density determination unit determines an action density of the user, for a prescribed time interval including the available time that was acquired by the available time acquisition unit. The proposal unit compares the acceptable value of action density that was learned by the learning unit to the action density that was determined by the density determination unit, determines whether it is acceptable to make an action proposal in relation to the available time that was acquired by the available time acquisition unit, and when it has been determined to be acceptable to make an action proposal in relation to the available time, proposes, for the time period in relation to which it is acceptable to make an action proposal, an action which it is possible to conduct within that time period. |
