The present invention relates to a picture in picture (PIP) image processing apparatus and a method thereof. The PIP processing apparatus according to one aspect of the present invention includes: an inverse function for calculating inverse number of a predetermined upscale factor; an autoscaler for adjusting a predetermined down-scale factor; a down-scaler for compressing sub-screen image data; a scaler buffer for storing the sub-screen image data and outputting the compressed sub-screen image data; and an up-scaler for converting the compressed sub-screen image data into the PIP image based on the up-scaler factor. The PIP processing apparatus and method according to the present invention reduce the size of a scaler buffer by compressing the sub-screen image data and storing the sub-screen image data in the scaler buffer.
