PROBLEM TO BE SOLVED: To provide a liquid crystal aligning agent giving a liquid crystal alignment layer, which can be imparted with an alignment regulating force on liquid crystal molecules by a photo-aligning method, exhibits an excellent balance between a vertical alignment regulating force and coating property when the agent is applied to a vertical alignment type liquid crystal display element, and exhibits a superior alignment regulating force when applied to a TN (twisted nematic), STN (super twisted nematic) or in-plane switching type liquid crystal display element. SOLUTION: The liquid crystal aligning agent contains a radiation-sensitive polymer having a specific structure represented by the structure expressed by formula (1'-1).
