PROBLEM TO BE SOLVED: To present a user with a direction to follow for heading for a destination in a place in which no road information is indicated by map information, by a simple system configuration. SOLUTION: An image reception unit 14 receives input of an image capturing a signboard showing pieces of information indicating regions and pieces of information indicating directions for heading for the regions in association. A region extraction unit 15 extracts at least one piece of information indicating a region in the signboard from the image. A route specification unit 16 specifies a route heading for a destination from a current position based on a map. Based on the specified route, a region specification unit 17 specifies information indicating a region to head for to reach the destination from the current position based on at least one piece of the extracted information indicating a region. A direction extraction unit 18 extracts information indicating a direction that is associated with the specified information indicating the region in the signboard from the image.
