摘要 <p>Provided is a structure that, in a solid electrolyte capacitor, can increase the proportion of the region that contributes to capacitance formation. The solid electrolyte capacitor (20) is provided with: a valve-action metal substrate (24); a dielectric coating film (25) formed on the surface of the valve-action metal substrate (24) leaving a portion thereof; and a negative electrode layer (26) that imparts a negative electrode section (32) and is formed on the dielectric coating film (25). The negative electrode layer (26) is formed by means of applying a negative electrode starting material solution to the valve-action metal substrate (24), and a positive electrode section (33) is imparted by means of the portion of the valve-action metal substrate (24) to which the negative electrode layer (26) is not formed. In the solid electrolyte capacitor (20), the positive electrode section (33) at the valve-action metal substrate (24) is provided with a lead-out/blocking member (34) that is provided with both the function of leading out the positive electrode and the function of blocking in a manner so that the negative electrode starting material solution does not enter the region to become the positive electrode (33).</p>
