PROBLEM TO BE SOLVED: To provide a control station device that determines control information concerning an uplink multiple input multiple output (MIMO) for maximally reducing the deterioration of communication performance, and uses the control information, and also to provide a radio communication system using the device, a radio communication method, and a program for allowing a computer to execute the method. SOLUTION: A control station device notifies of a resource block (RB), which is used when communication is received from each terminal by multiple transmission streams, through the use of control information to be transmitted to the terminal. The device notifies of control information including information, where the RB to be used by the terminal is designated, together with information concerning pre-coating, and does not notify of information for identifying a method to designate the RB to be used by the terminal.
