PROBLEM TO BE SOLVED: To prevent an exclusive key from being kept inserted to a key switch of a panel surface and left alone by surely detecting the state when the exclusive key which enables a manual operation of an on-site operation panel is kept inserted to the key switch of the panel surface after the operation of the on-site operation panel is ended. SOLUTION: When the exclusive key is kept inserted to an operation part of the panel surface of the on-site operation panel, even when a panel surface door which protects the operation part is to be closed, it is abutted to an exclusive key head peak part at such a position that it is not to be closed, and the panel surface door is prevented from being closed.
