PROBLEM TO BE SOLVED: To determine deterioration state of an electrolyte membrane without separately providing a conventional device.SOLUTION: In this system, a series of operation at an anode gas supply system, a cathode gas supply system, an output control part and a cell voltage monitoring part are controlled under a prescribed voltage recovering operation condition at a predetermined membrane state determination timing to make a fuel cell generate power and execute a voltage recovering operation which recovers the voltage of the fuel cell. Then, a recovered voltage after the voltage recovering operation is measured, and a deterioration state of an electrolyte membrane of the fuel cell corresponding to the measured recovered voltage is determined based on a molecular weight maintenance factor which indicates a ratio of a molecular weight having a electrolyte function in the electrolyte membrane at the time of measuring of the recovered voltage to a molecular weight having a electrolyte function at an initial state of the electrolyte membrane. |
