<P>PROBLEM TO BE SOLVED: To provide a white thermosetting silicone resin composition providing a high-strength cured material after curing, and to provide an optical semiconductor device using the cured material as a reflector. <P>SOLUTION: The white thermosetting silicone resin composition contains: (A) an organosilicon compound having a silphenylene skeleton and a resinous organopolysiloxane structure, containing a hydroxy group and having a weight-average molecular weight in terms of polystyrene of 500 to 20,000; (B) a white pigment; (C) an inorganic filler other than the (B) component; and (D) a curing catalyst.
