PROBLEM TO BE SOLVED: To provide a lighting apparatus which can be inexpensively configured so that people leave from an illumination area with a high probability when not desired, and a lighting control system which includes the lighting apparatus. SOLUTION: A lighting apparatus 2 comprises a lighting apparatus main body 4 which has light-emitting diodes 6 disposed therein and a switch-on device 5 which switches the light-emitting diodes 6 on. The switch-on device 5 includes an AC-DC conversion circuit 8 which converts an AC voltage into a DC voltage, a DC-DC conversion circuit 9 which converts the DC voltage into a prescribed DC voltage before outputting the converted voltage, and a control circuit 10 which controls the DC-DC conversion circuit 9 to ensure that current flows into the light-emitting diodes 6 with a on-duty ratio of less than 100%. The control circuit 10 is adapted to control the DC-DC conversion circuit 9 in such a way that, when a specific signal is input from the outside, a current flowing into the light-emitting diodes 6 will have its frequency reduced to less than 100 Hz.
