<P>PROBLEM TO BE SOLVED: To enable control by a power converter such as a converter by stably and speedily detecting the angular frequency and the phase of a power supply system. <P>SOLUTION: A polar coordinate converter 21 applies polar coordinate conversion to dq-axis system voltage detection values v<SB POS="POST">sd</SB>, v<SB POS="POST">sq</SB>obtained via a coordinate converter 11 to obtain a phase compensation value θ<SB POS="POST">initial</SB>.
