<p><P>PROBLEM TO BE SOLVED: To effectively utilize the generated power of a power supply source to the most by optimizing power transmission loss as the entire power network. <P>SOLUTION: A smart meter 2 is fitted to a power consumption source or a power supply source 1, and each smart meter 2 is connected to a power transmission network 3 and a control network 4. The entire network is divided into a plurality of areas, and further, each area is divided into a plurality of zones. The smart meter 2 advertises a required electric energy or the electric energy that can be supplied in an own zone periodically, meanwhile, it responds to the received advertisement information based on own power demand/supply information. Matching of power demand is carried out in a distributed manner within a zone, for promoting optimization of power consumption quickly, and to reduce a transmission loss caused by long-distance transmission of electric power.
