Provided are a camera communication system and a camera communication method capable of extracting data from on/off images of a light source by photographing the light source with a camera. The camera communication system according to the present invention comprises the light source which turns on/off to correspond to the data to be transmitted by a predetermined pulse speed (PPS), and the camera which photographs the on/off images of the light source as serial frames according to a predetermined frame speed (FPS) and extracts the data from the photographed on/off images of the light source. The camera selects each frame for each on/off image among frames which photograph the on/off images of the light source and extracts the data corresponding to one frame for each selected on/off image.
