A method and device for generating public key and private key in the anti-symmetrical secret key pair based on the user identifier. The secret key management center generates the public/private key-computing basis and discloses the public key-computing basis. Based on the identifier provided by the user, the user's private key is computed and supplied to the user. Any user can compute the other user's public key based on the identifier of the other user and the issued public key-computing basis. In this way, the public key of partner with which communicated is obtained without the certification from the third party CA and without maintaining the parameters associated with a plurality of users.
