PROBLEM TO BE SOLVED: To provide a technique that facilitates manual creation even if a manual is created in a different file format.SOLUTION: A manual generation device comprises: a storage section for storing configuration management information having image data included in a manual, text data included in the manual, sections where the manual is sectioned, information for indicating the image data included in the sections of the manual, and information for indicating the text data included in the sections of the manual, and format management information having a file format, and an arrangement of the image data and text data applied in the file format; and a conversion section for, on the basis of the format management information, identifying an arrangement corresponding to the input file format, and generating manual data where the image data and text data are arranged for each section in accordance with the identified arrangement. |
