PROBLEM TO BE SOLVED: To provide an operation management apparatus for quickly eliminating unevenness in providing a transportation service using vehicles when the unevenness occurs.SOLUTION: An operation management apparatus 10, for use in managing operations of plural vehicles 201-20n travelling along a railroad 3, includes: a vehicle position obtainment part 100 for obtaining positions of the plural vehicles 201-20n existing on the railroad 3; a density computation part 101 for calculating density of the plural vehicles 201-20n travelling in a given zone of the railroad 3; and a departure determination part 102 for adjusting a departure time from a stopping station of a given target vehicle on the basis of forward density indicating density of vehicles travelling in the given zone ahead of the target vehicle in a travelling direction, and backward density indicating density of vehicles travelling in a given zone behind the target vehicle in the travelling direction.
