PROBLEM TO BE SOLVED: To provide a liquid developing device capable of forming an image having excellent picture qualities.SOLUTION: The liquid developing device includes a developing roll 34 and a developer charging device 38 described below. The developing roll 34 receives a liquid developer G1 having a toner concentration of 23 vol.% or more and 27 vol.% or less supplied to the roll surface to form a liquid developer layer G2 having a toner coverage of 0.71 or more and 1.1 or less calculated by formula (1): toner coverage=({SL/[4&pgr;r/3]}×&pgr;r)/0.9069 and a film thickness of 5.8 μm or more and 7.5 μm or less; and the developing roll supplies the liquid developer layer G2 to a surface of a photoreceptor 10 to develop an electrostatic latent image formed on the surface of the photoreceptor 10 to obtain a toner image T. The developer charging device charges the liquid developer layer G2 before the developer is supplied to the surface of the photoreceptor 10.
