The switching control device 3 instructs the standby OLT 1a and the management information acquisition object OLT 1-1 to 1-N to start management information collection control, instructs the optical switch 5 to connect branch lines to which lines branched off at the optical distributors 6-1 to 6-N to be connected with the management information acquisition object OLT 1-1 to 1-N with the standby OLT 1a. The standby OLT 1a shifts to a state of being able to receive signal light from ONU 2-1 to 2-K. The OLT 1-1 to 1-N instructs the ONUs to collect the management information. The ONUs transmit the management information. The standby OLT 1a receives and holds the management information from the ONUs.
