The high-order control device 10, according to the number of battery packs received from the low-order control devices 20a-20c, distributes a request charge/discharge command to set a first distribution charge/discharge command for each low-order control device, and transmits each first distribution charge/discharge command to respective low-order control devices 20a-20c. The low-order control devices 20a-20c, based on the first distribution charge/discharge command notified from the high-order control device 10 and states of the battery pack under control, sets a second distribution charge/discharge command which is a charge/discharge command for each secondary battery unit, and gives it to power conditioners 4a-4f respectively under control.
