PROBLEM TO BE SOLVED: To provide a treatment planning support apparatus and a treatment planning support system which provide support for developing a treatment plan by understanding the progress of a disease from third persons' medical images, applying the understanding to a medical image of a patient for whom treatment is being planned, and representing a prediction of the progress of the patient's disease on the medical image.SOLUTION: A treatment planning support apparatus comprises: a medication and treatment information extraction unit 14 which obtains information about at least one of medication and treatment of a patient from a database 4 containing treatment-related information; a similar-case image extraction unit 15 which performs search with at least one of the medication information and the treatment information as a search condition to retrieve similar-case images showing similarity to the patient's case from among medical images of third persons different from the patient; a treatment target image generation unit 16 which determines the information of changes of the region of interest in the similar case images, and generates on the basis of the information a treatment target image showing prediction of changes of the region of interest in a medical image relating to the patient; and a display unit 17 which displays the treatment target image.
