PROBLEM TO BE SOLVED: To provide a transmission system that optimizes resource allocation of an entire communication network per time band and can flexibly secure resources in response to a request of a user.SOLUTION: A transmission system transmits data to a communication network comprised of a plurality of transmission devices. The transmission system comprises a transmission device and a network management device that centrally controls the communication network and makes the transmission device construct a path so as to guarantee a guaranteed band about which the contract is made with a user. The transmission system creates a transmission surface which is aggregate of paths constructed on a transmission path within the communication network per time band so as to guarantee the guaranteed band per time band of the user, transmits path setting information including application start time of the created transmission surface and setting information in order to make each transmission device construct the paths of the created transmission surface to the transmission device. The transmission device constructs the paths on the transmission path on the basis of the transmission surface setting information when the application start time of the transmission surface comes.
