A water-dispersed hydrophobic powder composition includes water, a superabsorbent polymer (SAP) and a hydrophobic powder. The water-dispersed composition includes stably dispersed hydrophobic powder and has good dispersibility may be obtained. Phase separation may not be generated in the water-dispersed composition for an extended period of time. In addition, after drying the water-dispersed hydrophobic powder composition, only the hydrophobic powder and a small amount of the SAP remain. Since the amount of the SAP is very small when considering a common mixing agent as a binder, and is very small when considering the volume thereof, the physical properties and the characteristics of the hydrophobic powder may be hardly affected.
