The invention relates to the production or to the formation of sealed packages for cigarettes, in particular having a tight, sealed inner package (10) and an outer packages as a flip-top box, wherein the inner package (10) is formed by means of lateral seams (20) produced by thermal sealing in two consecutive sealing cycles. First an outer partial seam (24) and then an additional partial seam (20) in contact with the package content of the inner package (10) are created, wherein the partial seam (24) applied first is removed by means of a separating strip (25) at the edge. This production process is performed by means of a specially designed transport and production apparatus.
