The present invention provides a fuel cell including an electrolyte membrane that includes a crosslinked material of a polybenzoxazine-based compound as a polymerization resultant of crosslinking compounds and at least one of a first benzoxazine-based monomer and a second benzoxazine-based monomer, wherein the first and second benzoxazine-based monomers have a halogen atom or a functional group containing a halogen atom.
