Provided are a communication method, a radio network controller and a user equipment. The method is used for communications in a soft handoff area in a heterogeneous network. The heterogeneous network comprises a micro station and a macro station. The method comprises: when it is detected that a user equipment (UE) enters a soft handoff area, determining a cell in which the micro station is located as a serving cell of the UE, wherein the uplink signal receiving quality of the micro station to the UE is superior to that of the macro station to the UE; configuring an almost blank subframe (ABS) for the macro station; and sending first information to the micro station and sending second information to the macro station respectively, wherein the first information is used for indicating that the micro station sends downlink data to the UE at normal power over the ABS, and the second information is used for indicating that the macro station does not send downlink data over the ABS or reduce the transmission power of the downlink data. The embodiments of the present invention can improve the data transmission efficiency of the UE in the soft handoff area of the heterogeneous network.
