PROBLEM TO BE SOLVED: To provide a plasma generating device and a cleaner having the plasma generating device capable of preventing generation of noises with high electric field strength and large noises during ozone and hydroxyl radical generation operation.SOLUTION: The plasma generating device includes: a plasma generation part; a plasma power supply part; a gas supply part; a gas storage 14; a liquid storage 15; a partition wall 12; a first electrode and a second electrode 19. The partition wall 12 has a gas passage 13. The first electrode is dispose within the gas storage 14. The second electrode 19 is disposed so that at least the surface for generating a discharge across the surface of the first electrode comes into contact with a liquid 20 stored in the liquid storage 15. In the second electrode 19, the separation distance D of the second electrode from the center of the gas passage 13 is a value larger than a value which is calculated from a formula (1) based on the radius of hole (δ) of the gas passage, gas flow rate (V) in the gas passage, surface tension (&sgr;) of the liquid, density (&rgr;) of the liquid, gravity acceleration speed (g), and circle ratio (&pgr;). |
