PROBLEM TO BE SOLVED: To solve the problem that when congestion occurs on a communication path passing through an NNI(Network-Network Interface), sufficient communication quality may not be secured although communication equipment which performs communication via the NNI is known in a conventional manner.SOLUTION: The communication equipment includes: a path quality measurement part for measuring the path quality of a first communication path multiple times; and a congestion state determination part for determining the congestion state of the first communication path on the basis of the multiple path quality of the first communication path measured by the path quality measurement part.
