Disclosed is a method for detecting target networks coverage, comprising: obtaining a frequencies list of target networks covering the position of an embedded Universal Integrated Circuit Card (eUICC) terminal; transmitting a frequency measurement request carrying the frequency list to the eUICC terminal, in order that the eUICC terminal performs frequency measurement for every frequency in the frequency list; receiving a frequency measurement report reported by the eUICC terminal. A corresponding apparatus is also provided, comprising a subscription management entity, network device and eUICC terminal. The technical solution in the present invention can detect the coverage of the to-be-switched target networks before switching.
